The project "Train the trainers in the penitentiary system" meets some pressing needs in continuous training, identified at the level of a national consortium composed of:
- Craiova Penitentiary (consortium leader)
- Penitentiary for Juvenile Craiova
- Colibași Penitentiary
- National Administration of Penitentiaries
Also, the transnational partner is TFL Education Ltd.
Activities and experience of the consortium members relevant to this application:
1. In all three penitentiaries there are Social Reintegration Departments, which are responsible for carrying out education and psycho social reintegration activities necessary for the social reintegration of prisoners after release. In the Social Reintegration Departments in romanian penitentiaries are employed educators, psychologists and social workers. In total, on this three prisons, on the Social Reintegration Departments are working 70 employers.
2. In the National Administration of Penitentiaries is working the Human Resource Management Department which is responsible among others, to coordinate the training of employees in all penitentiaries in Romania.
Needs identified at the level of each consortium member
1. At the level of the three penitentiaries:
- diversification of the education offer addressed to prisoners. The educational offer addressed to prisoners includes about 40 programs, but none related to the leadership theme.
- increasing the quality of teaching in all educational programs developed with prisoners. Given the difficulty of work with prisoners, Social Reintegration sector employees need to be trained as trainers
2. At NAP level:
- the improvement of the employees training activity. The Human Resource Management Department from NAP doesn`t have in present trainers in leadership and cannot provide such a training to the employees which are responsible for the management of the various domains of activities or those with perspectives of promotion in this kind of positions.
3. Common needs of all four members of the consortium:
- the improvement of English skills and the possibility to create some international professional connections.
Objectives associate to the needs:
1. Training of 20 trainers in leadership, within the 4 members of the consortium , by participating in a 5 days structured course.
2. Development and implementation of a new educational program in leadership with at least 80 prisoners by the participants at the course from the social reintegration department from the three penitentiaries.
3. Training in leadership of 60 middle management employees of the National Administration of Penitentiaries and 7 other penitentiaries by the participants to the course from DMRU-ANP.
Stages and activities:
Stage 1 – The preparation:
- selection of participants.
- establishing and signing an agreement with partners regarding the organization of the course.
- establishing and signing an agreement with the course participants to assume the use and dissemination of results
- preparing the participants before starting from the linguistically point of view.
- preparing participants before starting concerning the further tasks
Stage 2 – The implementation of the of mobility activity:
- structured course with a duration of 5 days for 20 participants (17 in penitentiaries and three in ANP)
- evaluation of participants at the course
- official recognition of learning outcomes
Stage 3 – Using the results:
- Elaboration of a manual for a new educational program for prisoners (will require advice and assistance via email from TFL Education)
- program testing with a group of prisoners (will require advice and assistance via email from the TFL Education)
- establishing the final form of the program, the approval by the ANP and determining the number of credits to be granted to the prisoners who will attended it.
- printing the final form of the program manual
- running the program with a minimum of 8 groups of 10 inmates from the 3 prisons.
- elaboration of a manual for a leadership course aimed to middle management employees from the penitentiary sistem.
- Organiztion of 6 training session with 10 participants from middle management to the ANP and 7 other penitentiaries: Penitenciarul Rahova, Penitenciarul Spital Rahova, Penitencairul Jilava, Penitenciarul Spital Jilava.
Project results will be disseminated to:
-110 employees of social reintegration sector of the national prison system
- 110 employees of the professional formation sector of the national prison system
Results and impact of the project will be:
- Improving the quality of education to the inmates
- Improving the quality of professional formation for employees
In the long term, the project will lead to better integration of Romanian prison system with European systems.
