Extending the Literacy Houses approach

Almost one in five European 15-year-olds and one in five adults lack the literacy skills required to function successfully in the modern society. Alleviating this critical issue is challenging and virtually impossible since it is covered with shame and taboo and therefore hidden. As such, a collaborative and integral approach is necessary to reach people with literacy difficulties, to break through their shame and motivate them to work on their literacy skills. Libraries play a central role in this as they link the world of culture to the worlds of education, work and integration. There are 65.000 public libraries in Europe reaching 100 million people a year. As such, they are in an excellent position to work on tackling the issue of low literacy by means of the Literacy Houses approach. A Literacy House is a metaphor for cooperation in society and a physical place where broad societal cooperation takes place to reach and teach people with literacy difficulties.Over a period of two years the project partners (Public library Nieuwe Veste Breda, ROC West Brabant and Cubiss) have applied and enlarged the Literacy Houses approach in the South Western part of the Netherlands (West-Brabant region) as a best practice on a national level. With two more years of funding remaining (until the end of 2017) and a lot of ambition, the partners are eager to look beyond the national level to take their success to an even higher level. In terms of learning objectives, the partners have identified three areas of improvement. The objective is to enrich the Literacy Houses approach in terms of: (a) public libraries and the combination of formal and informal learning activities, (b) refugees and adult education, (c) management/fundraising competencies in the field of literacy strategies. The number of job shadowing activities is three. The number of participants is 24. Participants are selected from the professionals working on the Literacy Houses approach in the West-Brabant region (both teaching staff /trainers and policymakers). Their cross-sectoral background (education, libraries and policymakers) strengthens their mutual understanding and makes it possible to look at the different activities abroad from several perspectives. Results are defined in terms of enhanced/extended competences , inspiration and best practices to enrich and sustain the Literacy Houses approach in the year 2018 and beyond. The acquired knowledge and best practices will be used to write reports and articles for professional magazines and websites, to ensure that the obtained insights are shared with other Dutch regions working with the integrated Literacy Houses approach (short term benefit). The consortium is appointed by the Dutch Reading & Writing Foundation as a pilot for strenghtening literacy levels through the framework of Literacy Houses in the Netherlands. The results of this project will therefore also be used and tested in the overall Literacy Houses approach. When found suitable, they will be incorporated in the toolkit for other Dutch regions (potential long term benefits). As a result, the consortium raises the impact of this project beyond its own playing field. In terms of methodology, the proposal makes use of pre-activity and post-activity reports for each of the three visits. Best practices, knowledge and experiences will be gathered and shared through a collective cross-sectoral paper. This paper will be published on the websites of the consortium partners and in professional national magazines such as Sociaal Bestek and/or Bibliotheekblad.
