European Literacy and Citizenship Education

This Comenius multilateral project is devised to provide:-a Reference Framework of the competences (knowledge and skills) necessary to teach European Citizenship Literacy-a Database of existing resources necessary to implement European Citizenship education in schools -primary and secondary-, and in Higher Education, including Initial Teacher Training-a Portfolio of the European Citizen indicating areas of achievement and levels of attainment.ELICIT is a three-year multilateral project based on a transdisciplinary approach. The methodology will involve:-the creation of a first version of the instruments listed above; their experimentation and evaluation in real situations of teaching and teacher training-the re-writing of Framework, Database and Portfolio, for a second phase of experimentation and evaluation-a final version of Framework, Database and Portfolio of the European Citizen, to be translated and published in the official languages of the Consortium-two public seminars to disseminate the rationale and the outputs of the project-seminars for students and trainee-teachers throughout the development of the project. The seminars will provide students and trainee-teachers from the Consortium with opportunities to familiarize themselves with the instruments, the rationale and the methodology behind them. They will also offer time and space for reflexion on, evaluation and improvement of the instruments.-the results will also be disseminated on the websites of the European Association of Teachers with its branches in 20 Member States; and, hopefully, on the Europe-Direct network. If the ELICIT project is successfully completed, the aim of the consortium is to propose the creation of a sixth section of EUROPASS: "The European Citizen Pass" and to offer a Comenius In-service Training Course in 2014 and 2015.
