European Initiative for the Promotion of Informal Learning – “Pastures New”

The Copenhagen Declaration had have as its outputs both a move towards a single framework for transparency of competences and qualifications utilising common instruments such as the European CV and the creation of common principles for the validation of non-formal and informal learning. The further development testing and implementation of common European Tools was a priority in the Helsinki Communiqué. This project aimed to transfer a model for the recognition, validation and accreditation of informal learning in the workplace based on a competency model and utilising common instruments such as the European CV and an e-portfolio. The original model, framework and instruments were developed under a Leonardo Da Vinci project – Informal Learning in the Workplace with partners from Spain, France, Germany, Latvia, Sweden and the UK. As part of its sustainability plan it created EIPIL – the European Initiative for the Promotion of Informal Learning which as been responsible for post-project activities in five of the countries, focusing primarily on the hospitality sector. The transfers proposed for this project, included geographical transfer to the hospitality sector in Bulgaria, Greece, Poland and Romania, sectoral transfers to the retail sector in the UK and the IT Service sector in Poland and an extension of the EQF level for validation to Level 5.The partnership contained both SMEs / sectoral associations / from the target sectors, VET institutions with relevant experience in the sectors targeted, organisations with experience in competency frameworks and assessment of competencies and technical experts in e-portfolio development. All had have extensive networks for dissemination activities, regionally, nationally and internationally.It was anticipated that 58 companies were actively involved in the project and in these companies there was increased recognition by employers of the business benefits to companies through supporting, strategically and operationally, informal learning in the workplace. Decreased turn-over of staff ( as a percentage) and further development / promotion within companies. 120 employees participating in recording their informal learning through e-portfolios / European CVs with accreditation for those wishing it. This leaded to increased valuing of learning and greater uptake of further learning possibly post-project.,
