The current project proposal is built on the findings of the previous ETUCE project onICT in education, ELFE 1, which revealed that the structured use of ICT supports awhole-school development process and strengthens the acquisition of "newcompetences",including students' social competences. Moreover, specific pedagogicaland organisational factors in schools as well as teachers' professional supportcontribute to obtain an added value of using ICT in education. By building on thesefindings, the ELFE 2 project aims at 1) identifying the methodologies used in the schoolsand teacher training institutions in order to favour a use of ICT that promotes the addedvalue of using ICT in education in terms of teaching and learning models and 2)developing recommendations addressed to policy-makers, to schools and teachertraining institutions and to trade union leaders on the three priority areas identified inELFE 1 (ICT and teacher education, ICT and school management, ICT and strategicuse of available financial means).ELFE 2 will commence with study visits to two schools and one teacher traininginstitution per country in the five target countries (SI, PL, LT, DK and UK). Theeducational institutions will be selected according to the criteria agreed by the projectpartners and experts. The study visits will seek to analyse the organisational andpedagogical use of ICT in schools and in teacher training institutions, and to identifywhat is the added value of using ICT in education. A research will be carried out byusing concrete instruments (questionnaires and interview models) specially developedfor theELFE 2 study visits following the structure of the ELFE 1 ones, and thus facilitating thecomparison of results.Two reports from the study visits (one for UK and DK and one for LT, PL and SI) will bedrafted, focusing on the methodologies used regarding the use of ICT in schools and ininitial and in-service teacher training. These reports will be discussed by all ETUCEmember organisations in two separate regional seminars (one for EU-12 and one forEU-15). The transferability of the methodologies will be analysed. Other stakeholders ineducation such as representatives from students and head teachers at European levelwill be invited to the seminar, in order to give their input and viewpoints.Recommendations on the three areas identified as crucial in ELFE 1 (see objective 2)above) will be elaborated. These recommendations will be agreed during the finalConference and disseminated to all teacher unions in Europe, to policy-makers, schoolmanagement and management of teacher training institutions. The ELFE electronicForum will create an additional opportunity (open floor) for debate between teachersand other practitioners during the whole project implementation.
