Needs analysis were conducted in order to determine educational problems and workshops were designed to produce solutions to problems. The 15-person project education team, consisting of directors and deputy directors of 10 consortium member schools in the district, was formed. The education team, whose members are the directors and deputy directors from different elementary school, middle school, anatolian high school and vocational high schools, will attend the courses which will be held in 3 different countries and will spread the gained experience by sharing it with other managers from both inside and outside of the district. Project training team is divided into 5 groups which are communication, promotion, training, dissemination and measurement and evaluation. Before, during and after the project; project planning, implementation, monitoring and evaluation tasks were defined, learning and teaching contracts were signed. At the end of the project a major contribution to the education system will be provided by the development of leadership skills of other school managers in European standards.
