According to the data of 2014-2015 taken from The Statistics Department, Yıldırım District has the highest percentage of Early School Leaving (ESL) with %16 among the 18 districts in Bursa. This data clearly states the need of improving the current situation. Therefore, in the 2015-2019 Strategic Plan of Yıldırım District Directorate of National Education, reducing the rates of Early School leaving has been defined as the primary objective. It clearly seems from this ratio that traditional methods that have been applied towards the problem of Early School Leaving didn’t work effectively up to now. Proportional reduction couldn’t have been supplied. Thus, we require all our participant institutions and teachers to improve a European vision by learning new and modern methods and techniques in European level towards Early School Leaving (ESL) and also we want our institutions to assume this vision as a policy of their institutions. Establishing an equipped team in our district and providing this team having a course in European level in resolution of this problem is our first milestone that we defined while struggling the ESL.An assessment report had been published on 24th of November, 2015 in Brussels at the end of the meeting about Early School Leaving by the Council of the European Union. In this report, it was declared that reduction of the percentage of Early School Leaving below %10 is still one of the highest priority objectives of European 2020 Strategy. In this context, we aim to reduce this rate around %10 until 2020 by the help of these training courses will be taken by the participant staff in European level. That’s why we formed a consortium to realize this objective with the first 6 schools having the highest rate of Early School leaving in our district in accordance with statistical information. The number of consortium members and the number of participant teachers were defined in respect of Dissemination Activity Plan.Four teachers from each consortium member school, totally 24 teachers, consisting of Guidance and Counseling Teacher, the School Administrator, an English Teacher and a branch teacher appropriate to the defined selection criteria will participate into the project mobility. Selection of these teachers will be made objectively and transparently by the Project Selection Committee. The Project will start on 1st of October 2016. It will take 12 months. There will be 2 flows of 24 teachers. It is going to include 7 days course+2 days of transportation.All activities made before, during and after the course were defined in detail in Gantt scheme. As an intellectual output of the course, Struggling Team of Early School Leaving will be established as an innovation at the first stage in our consortium member schools defined as pilot schools. Moreover, as another intellectual output of the course, participator teachers will make Mentoring Applications in schools they are responsible for. Each consortium member will be a coordinator in their areas and they will give professional support to the schools having this problem. In this way, it is expected to reduce the high rates of ESL in our region. In Yıldırım District, approximately 4.758 teachers and 100.000 parents will benefit from this project with the planned dissemination activities. Awareness of our teachers towards the problem of Early School Leaving and their knowledge level will increase with the courses that will be taken in EU level. As a foreseen impact, participant teachers will be able to apply modern techniques and methods that they learned during the courses such as Norm Breaker, Psycho-Medical Diagnosis Technique and Transactional Analysis and respond to the needs of students having the risk of dropping out of school in EU level. In addition, they will be able to diagnose the risky students easily and take precautions immediately. Also they will be able to analyze the factors that lead ESL and develop strategies to overcome this problem in each student’s context. Moreover, our teachers will experience multiculturalism by having the course together with the participants from different countries, thus awareness of our teachers about European culture and European citizenship will increase.Management of Quality, Participant, Communication, Logistics, Integration and Stakeholders of this Project will be held by Senior Project Board, Project Selection Board, Monitoring and Evaluation Board, Project Communication Board, School Project Management Team and Dissemination Board. Project process has been carried out by Logical Framework Approach.Successes obtained by reducing the rates of Early School Leaving in our region will contribute to the increase of our students’ employability by completing their school life, thus they will contribute to the realization of requested social and economic development of society in the long run impact.
