EQF/NQF Mapping of Renewable Energy Specialists

Since the Turkish Government aimed "30% renewables in our energy mix by 2023" and Renewable Law No. 6094 has been amended with incentives. Substantial amounts of new PV and solar thermal systems require high quality in workmanship to meet these goals. For safety and reliability reasons, the training and qualification of technicians and installers has to be well defined, established and assured by mapping and using existing training within the European Qualifications Framework (EQF).For our Transfer of Innovation (ToI) project (RES-2) we are using the Renewable Energy Specialists (RES) training framework, a recent ToI, based on EU Solarteur which trained 3 000+ people in Europe. RES-2 aims to adopt RES training and map it against respective National Qualification Frameworks (NQFs). RES-2 trainings will be applicable to IVT/PLM/VETPRO, specifically for those in electrical engineering, plumbing and heating/ ventilation and air conditioning sectors. Since EQF is the reference for NQFs, mapping will also facilitate European mobility of the labor and promote ECVET transparency.RES-2 seeks to contribute Turkey's coordinated push into the fast-growing RE sector by providing a well-trained workforce. All 3 partner countries have their respective NQFs. This project seeks to adapt RES training against NQFs in all 3 countries. This will substantially increase transparency across countries, establish standards and ensure a well-trained workforce.The main objectives of the project are;-mapping RE qualifications against NQFs in 3 countries.-developing an extensive curriculum content that can be adjusted for different EQF levels.-organizing pilot trainings for trainers and technicians.-piloting a Europe wide applicable certification model (like NABCEP in USA).-promoting a coherent and EU-wide operating training system.Consortium incorporates competent parties from three countries: A university (Ege University-TR), two SMEs (RA Alternative Energies-Turkey, Embrace-UK), one local government (Bornova City-TR) and a research institute (Austrian Institute of Technology-AT). AIT, RA and Embrace will map their courses against their respective NQFs (QCF, NQÖ and UYÇ) while RES of Embrace being transferred to Turkey thru RES-2.Ege University recently delivered vocational standards for Wind, PV, Solar Thermal and Biomass on behalf of Turkish National Qualifications Authority. Second step is leveling them with UYÇ.RA seeks the opportunity to deliver training courses utilizing the developed outcomes and in collaboration with EMYO.Bornova aims to supply its technical staff with well-planned in-service training on renewable applications.Expected outcomes of RES-2 are;- Training material for EQF 3rd and 4th levels,- Pilot Trainers' Training PV, ST and Heat Pump,- EQF 3rd level Pilot PV and ST trainings,- EQF 4th level Pilot PV and ST trainings,- Pilot in-service training for VETPRO,- Pilot in-service training for municipality PLM.
