Enhancing Competences to Meet Young's NEETs Needs

The need to focus more on that segment of youth population "not engaged in education, employment or training", has become evident in a series of policy documents of the European Commission.
However, doubts remain about how effective the measures put in place by the European Institutions and by individual Member States are, how much it will contribute to the achievement of their goals, and what are the different strengths and weaknesses of different approaches.
The same "Council Conclusions on Strengthening Social Inclusion of young people NEET" (2013) make explicit reference to the need for a "more proactive approach" by all the "stakeholders" of the youth sector, including education and training institutions, formal and non-formal educators, employers, public employment services, social parties and third sector organizations.
From this point of view, it is important that all staff responsible for delivering employability measures for youth, the employment services, the associations to support youth and third sector organizations typically have profiles and skills suited to step in and provide the most appropriate support to this category of youth.
The project Enhancing Competences to Meet Needs of Young's Neets (ECMYNN) intends to focus on this aspect of the problem, pursuing two specific objectives:
- Improve the skills of professionals working in contact with that part of this young audience members that can be configured as NEET, updating and setting on this specific target and its "subgroups"
- Create, promote and develop a range of new regime of mentoring, professional advice and personal support to prevent, contain and respond to the emergency " young people Neet "
The youth workers staff of the target organizations involved in the project, to the extent of 3 units on average, 15 in total, will be the direct beneficiaries of project activities aimed at strengthening knowledge, improving their capacity for analysis, providing with skills to intercept and meet the needs of young Neets, allowing them to test the new services effectiveness and put them permanently in the system.
The category of young Neets aged between 18 and 24 years will take part in the project as of the survey and test sample. In particular, part of the project activities will see them directly involved in the support of youth workers and in order to make them young people aware of their needs as well as citizens contributing to the construction of a better service. Where then, the introduction of services built”by "them" and "on them" will help to improve the condition of NEET and margins compared to educational, training and professional, they can be considered as the main beneficiaries of the project.
For the implementation of the above activities, in the preparatory will be used the methodology of social research, by specific tools as structured interviews and Open Space Technology; staff involved will enter the analysis of its organizational structure through the methodology of Focus Group, in order to understand where their weaknesses lie; three workshops will then provide participants with the skills and know-how necessary to fill these endogenous weaknesses; finally, through the methodology of brainstorming and testing of effectiveness they will be able to design a package of tailor-made services, on the basis of new learning and new knowledge gained.
The project will leave over the international network the usage and the responsibility to disseminate a compendium of "Guidelines for effective emergency management" NEET young people "in Europe and for a reform of employment services and guidance training of young people NEET between I 18 and I 24 years, "potentially useful in other local contexts and to political interlocutors at multiple levels.
As a consequence of their best "calibration" on the needs of the specific target considered, it is expected that the project ECMYNN will produce an overall improvement of the quality of career guidance services, psychosocial support and individual training provided by the participating organizations, to be measured in terms of the services capacity to generate positive changes in young users’quality of life.
