e-Government Lifelong Learning Consortium

The project aims to develop a set of contemporary knowledge materials by the Partner Universities, consistent with EU standards that will fulfill the needs of the national plans of Palestine to implement IT based solutions for e-Government. The project will the foster transfer of state-of-the-art knowledge and best-practices from Europe to Palestine on electronic services in general, and e-Governmental services in particular. Also it aims to increase the capacity buildings of Palestinian professors to teach and develop courses on electronic services. The project objectives will be achieved through 6 advanced tutorials that will be delivered to professionals (partner ministries, engineers and academics), as well as 4 academic courses that will be introduced to the curricula of the partner universities. In particular, the project aims at capacity building (i.e., lifelong learning) in three main areas (interoperability, security, and legal informatics), which are the main challenges when implementing e-service in general and e-Government in particular. The project will deliver: - 4 advanced tutorials + 2 courses on interoperability - 1 advanced tutorial + 1 course on security - 1 advanced tutorial + 1 course on legal-informaticsThese will be developed, evaluated, and delivered in collaboration with and under the supervision of five EU partners who are among the most qualified and knowledgeable institutions in Europe on these topics. To ensure high impact, relevance and sustainability, the policy makers and main implementers of e-government services in the key ministries in Palestine are partners in the project. Furthermore the Palestinian universities will maintain and promote the developed materials to the Palestinian society at large through their continuous educations centers, and will prepare for joint degrees with EU institutions.
