The operation “DICE – Digital innovation through cooperation in Europe” focuses on exchanging experiences among eight European regions that are in the process of introducing digital terrestrial television and related services. Specific emphasis is placed on the economic development of the regions and the promotion of SMEs with regards to the media and telecommunication industry. Related issues to be dealt with include consumer acceptance, technical standards, business models, and regulatory frameworks. The operation aims to examine the effects of technical progress in the field of digitalisation in the participating regions and research in detail how regional development can benefit from related technology changes. Further goals of the operation include the improvement of policies and instruments in connection with digitalisation, promotion of economic competitiveness and stimulation of the partner regions’ labour markets. The operation will strengthen the capacities of the partner regions to switch from analogue to digital television and support the development of common standardised approaches. Through the identification and transfer of best practices (to be documented in a manual), the resulting digital services and applications will be promoted and new markets will be created. The collaboration will also result in cost reductions, increased productivity and the promotion of the technological edge of participating regions. These regions will benefit from being at the forefront of the development of new digital standards, which will be transferable to other regions.
