Development of Public Accreditation of Agricultural programs in Russia

The wider objective of the project is to contribute to the introduction of the Bologna principles into the Russian quality assurance system of higher education. This involves development of Standards and Procedures for Public Accreditation of Agricultural Programs in line with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). Standards should meet the requirements of employers placed on graduates. The elaborated procedures will assume employers’ and students’ involvement into the process of program evaluation and accreditation decision-making. The established Agency for Public Accreditation of Agricultural Programs should be independent in carrying out accreditation. The Agency should operate in compliance with the requirements of ENQA for quality assurance agencies. Recognition of the Agency on the Russian and international levels is integral to the project, as the Agency’s activity is aimed at continuous cooperation and recognition of the accreditation results by the state authorities responsible for agricultural education, employers and international quality assurance organizations.The project results would have a considerable influence on the development of the Higher Education System in compliance with the European dimension. Standards and Procedure would be worked out on the basis of the European QA best practices’ analysis. With the aim of enhancing the efficiency of the accreditation process a special information system for collection, keeping and publication of the data on accredited programs will be created. The elaborated Guidelines for accreditation of educational programs and Recommendations for external experts can be further used and become a background for developing internal quality culture at HEIs. A retrained group of employers, teachers, university administration staff and students can be involved in accreditation of agricultural programs not only on the Russian but also on an international level.
