Bring closer together the library authorities and the cultural development services of the Kent County Council and of the Conseil Général Pas de Calais in order to co-operate on a number of new and existing cultural products, a large and long-lasting programme of exchanges of staff, loan material, cultural vehicles, performers and artists, know-how and exhibitions, as well as through semeninars, visits and regular meetings that wll provide professionals better tools knowledge to offer the wider public a better service.
