CREATIVITY AND INNOVATION FOR PUBLIC ADMINISTRATION

NEXT4PA aimed to spread the culture and the practice of creativity inside Public administration as a way to improve services offered to citizens and support cooperation between the private and public sectors. In recent years, the effects of the global crisis on public budgets have considerably weakened the areas of intervention of institutions at national, regional and local level. The PA has to reconsider its functions, services, organisation, and resources. This project intended to provide solutions to this: by developing skills for creativity and innovation in PA workers and political decision makers.This project contributed to improve the quality of services to citizens, enhancing the capacity of public servants to better work together and with a more citizens ‘oriented approach.Capitalising a Transfer of innovation project that operated in the industrial sector, NEXT 4 PA transferred concepts and methodologies applied in the private sector, and originally conceived in the Netherlands, to develop creativity in individuals and organisations of the public sector.By realising training, coaching and learning actions, the project developed the creative capacity of public servants, with the aim of creating new ideas and innovate local administrations. The transfer took place in a cross border environment: Friuli Venezia Giulia, Slovenia and Carinthia wich have already developed a 7 years cooperation acting also the capacity to cooperate between PAs in neighbour countries. The applicant, FORSER, is an association for training in PA, supporting organisational processes, innovation and management. Through this project, FORSER supported the idea that the development of a common training, at cross-border level, would help to reduce juridical, cultural and administrative barriers. The University of Ljubljana supported the national PA with training and development programmes. Through this project, the University supported the realisation of good public governance for the development of the economy.The Carinthia University supported the rising demand for citizens' focussed policies, efficiency and effectiveness.SIAV, the service agency of the Industrial Federation in Venice, was the scientific coordinator. Outcomes included: a comprehensive path to train experts, professionals, public servants and administrators to develop their creativity.
