Creating Effective Youth Employment Possibilities

The most important youth issue in Macedonia is the high rate of youth unemployment. This issue is pointed out in almost all national and international reports that reflect on the employment in Macedonia. The economic and financial crisis in EU had impact on the growth of the countries’ economy and in this way has additionally hampered any new jobs opening. Major obstacle to the full effectiveness and greater impact of the set Employment Strategies at national level is the communication, coordination and especially consultation with the civil society and lack of NGO's capacity to deploy mechanism for constructive involvement in the process of preparation, implementation, monitoring and evaluation of these documents. Therefore, SEGA will address this issue through comprehensive set of activities that will involve young people and decision makers. The Project “CEYEP” will be implemented in the period of 01 September 2014 – 31 January 2015. The overall objective of this project is "to enable active involvement of the young people and youth NGO's through civil dialog with relevant stakeholders, giving voice and the significant influence on young peoples’ future with special focus on the youth employment measures, thus improve the civil society impact of the reforms in line with the EU criteria for countries’ full membership". The specific objectives of the action are: a) to ensure greater commitment by the young people and youth NGO's to channel their voice and to boost structured dialogue related to labor market reforms through the method of structured dialogue; b) to strengthen the influence of young people to the key employment policy documents though development of position paper for the theme youth employment. Throughout the project, SEGA will include 245 participants, 200 participants in the preparation phase and 45 participants in the main action. This project includes young people aged 18 – 29, members of youth NGO's and representatives of national and local institutions. In the preparation period SEGA will organize 10 local events in order to gather data related to the main topic of this project. These events will be organized by the local members of SEGA in the following 10 cities (Prilep, Bitola, Ohrid, Struga, Skopje, Kavadarci, Shtip, Strumica, Tetovo and Debar) with attendance of 20 participants per event. At these meetings, young people will discuss the challenges and barriers on youth employment at local level, with particular emphasis on the transition period between finishing school and employment. The main activity will occur in the period of 19-22 November 2014 in Struga. The event will include 45 participants, of which 30 participants will be young people aged 18 – 29, 10 participants will be members of national / local institutions as decision makers and 5 SEGA staff & facilitators. The main event is designed as a wide consultation meeting – workshop which will result with position paper on the youth employment issues in Macedonia. This workshop represents the first Structured Dialogue activity organized in Macedonia bearing in mind that SEGA is not Member State. This event is however, an entry point intervention that will ensure solid inception for the young people and youth organizations for further Structured Dialogue actions in correlation with EU integration. The participants will discuss the draft summed recommendations derived from the local consultation meetings. Related to the overall methodology, in the preparation phase SEGA foresees organizing local discussions as a method of collecting and recording data on youth unemployment solutions. The collected data/opinions will be processed and further elaborated and finalized into position paper during the main activity, which will be National workshop. The workshop will use - Energizers & icebreakers, Work in small groups, Plenary discussions and Evaluations. The final part of the workshop will be directed towards definition of the final recommendations and its formulation into a Position paper. After the main event, SEGA will submit the position paper to the relevant institutions at national level. The position paper will be valuable resource for the members of youth NGOs in developing advocacy actions and developing specific programmes and projects that will tackle youth unemployment. It is also expected the position paper to serve as a strong guidelines for the decision makers bearing in mind the gained sense of ownership during the process. It is expected the young participants to acquire knowledge and information on the state of youth unemployment in Macedonia, including the various opinions of the youth at local level. Furthermore, it is expected to young participants to change their perception related to employment possibilities and become agents of promoting employment not only to other young people but to other stakeholders such as the private and the public sector.
