The project culture pilots which was developed by BFI OÖ for the European Capital of Culture Linz09 is transferred in the partner countries IT, ES, PT and FR. Culture pilots lead tours through a city and provide a multicultural inside in everyday lives and encounters with locals and tourists. In order to be able do that a resource and process orientated empowerment training programme is installed before. The partnership consists of an adult education provider, NGOs, a local community association, a cultural organisation and a research center.
