Competency Based Inland Waterway Transport Education & Training

The Competency Based Inland Waterway Transport Education & Training (IWTCOMP) will prepare the inland navigation and training institutes in training and assessing with the competency based approach. STCIN (Standards of Training and Certificiation for Personnel in Inland Navigation) will become the standard within the inland navigation education at European level. The STCIN is built around tables of competencies for personnel working on board a vessel on Operational Level and Management Level and lay down the minimum key competences for staff working on board of an inland navigation vessel in the entire EU. The standards are obligatory for all European inland navigation education and training institutes. Before the establishment of the European standards all inland navigation education and training institutes throughout the EU offered education and training for personnel on Operational Level (OL) and/or Management Level (ML), however the outcomes were differing from Member State to Member State and from institute to institute. In addition to the competency based system as proposed by the EU Commission, the inland navigation education and training institutes need to get prepared for competency based education, asessing and examination. The best way to handle these changes is a common harmonized European wide approach, in a European way and for the EU labour market.The project will deliver the following intellectual outputs:- table with all competences from the Standard competences combined with EQF levels- collection of best pratices in competency based education- didactic manual and train-the-trainer course on competency based educationAll existing inland navigation education and training institutes in the EU are members of EDINNA - Education in Inland Navigation (www.edinna.eu) and the members of this consortium are also all members of EDINNA. By means of this project and the members of EDINNA, IWTCOMP will not only lay the foundations on a European level for competency based education and training for IWT throughout the EU, it will ensure that every student will benefit from this approach and be able to work in inland navigation in every EU Member State, and at last the systematic approach of IWTCOMP can be transferred to other sectors as well. Students will receive a high quality training provided by the well trained trainers and they can acquire required competencies needed to work in the IWT sector. This results in bigger changes of finding a job. The trainers (in this project at least 20) trained during the lifetime of IWTCOMP will become multipliers. The teachers will train other teachers with the material developed in the project, and thereby facilitating the uptake of competency based education and training by all IWT E&T institutes throughout the EU (since all known IWT e&t institutes in the EU are member of EDINNA). This way, IWTCOMP will strengthen key competences in Inland Waterway Transport curricula and will lay foundations for future use by other sectors.With the use of the EDINNA network we will be able to reach all inland navigation education and training institutions in Europe. During the meetings of all EDINNA members there will be paid attention to this project and output will be shared. The first draft of every intellectual output will be send to the network and will be discussed during a meeting. The EDINNA members will be involved in all parts of the project and can also be part of one of the multiplier events.
