The fight against global warming , the mobilization of renewable energy and energy efficiency are key issues for all countries . European policy on climate and energy until 2030 sets binding targets for reducing Greenhouse Gases, for renewable energies , and integrates energy efficiency because no transition to a safe, sustainable and competitive energy system is possible without this improvement. The 3 partners countries ( France , Spain, Turkey ) have fully integrated these objectives. Observations underway in the evaluations of national plans highlight difficulties in achieving the goals set which the EU ILO (European International works office) partly explains with a shortage of professional skills . This is particularly true in the construction industry which is the most affected by these issues. The challenge is to accompany a profound change in business practices by developing and deploying a LLL device which is transversal to all the building trades. The evolution of the professions of the construction industry reveals a lack of skills in the intermediate levels of management ( cf State department of animation, research, Studies and Statistics (DARES) in 2015). Team leaders, technicians, 1st level technicians in research departments are the professionals to bring changes to all levels of the chain of achievement . They are targeted by this project, whether employed or Jobseekers in professional reconversion. Thereby the training device covered by this project will take the form of a short post-secondary cycle. Due to the constitution of the consortium with 14 organizations from 4 countries (manufacturing companies in technologies related to energy transition, social partners , trade organizations and construction companies, training organizations , universities) the project builds partnerships “education – employment” guarantying dissemination and sustainability of the project results. The productions will be: - A system of modular training , a short-cycle of higher education covering the fields of energy efficiency and targeting two categories of professionals : team leaders responsible for the implementation , research technicians or assistants to architects and unemployed in the construction sector in professional reconversion. - The repository of professional certification “Technician in Energy Performance of Buildings “(TEPEB) - The modular architecture of the short post secondary education cycle of TEPEB and educational content modules with 25% in distance learning. - The digital learning resources of the modules . The method used reconciles for each production the competency-based approach, in compliance with the EQF and the Bologna process and the adaptation of the productions to the realities of each participating country . It includes in every key step a national validation phase that associates multisectoral partners of the country and a international validation phase where all project partners are represented. The desired results are : - Qualitative and quantitative increase in training devices followed by building professionals and R&D departments to develop their skills in energy efficiency for two reasons : because of the inclusion of prior experiences in the professional career through the modular architecture of the device and thanks to distance learning devices to a part of the modules more easily to be reconciled with activities on building sites. - The Strengthening of the partnership practice in the development of vocational training adapted to a job - training issue in the construction sector through participation in the project of representatives of the construction industry, public institutionals from energy and training sector , user companies and training organizations. - The contribution to accelerating the development of energy efficiency and green building .
