CAPACITY BUILDING FOR BORDER MUNICIPALITIES ABOUT STRATEGIC PLANNING

The main problem defined in the background is the lack of capacity for municipalities. The project includes capacity building activities for top-level managers and staff of municipalities. There are information seminars for mayors and municipalities’ managers. For the staff of these municipalities from Bulgaria and Turkey, there are common training programs to develop their strategic planning skills. The trainers are promoting common working groups in order to increase the cooperation between staffs of these municipalities. Discussion groups are established during the Mayors’ information seminars which they debate on the strategic common priorities of the region. A conference is organized with participation of representatives of municipalities to discuss the strategic priorities of the border region related the municipalities such as environment, development, and etc. Experts from Bulgaria, Turkey and EU share their experiences and exchange information with the project participants. Achievements: The project increased the strategic planning capacity of the Municipalities in the cross-border region and the capacity of the top-level managers in these municipalities through training seminars.A Round table has been organized to discuss the strategic priorities of the border region common to all municipalities such as environment, development, and etc.A Regional Conference has been organized with the participation of representatives of the Municipalities and experts from Bulgaria, Turkey and EU to share their experience and exchange information. The project has been successfully accomplished in April 2012.
