The general objective of the project is to improve the accessibility of the information technology in the cross-border area by spreading the practice and familiarly of the e-Learning methods. Specific objectives are linked to establishing a bilingual, multi-functional Community Learning Resource Centre in the Hungarian-Romanian border region, providing general and specific e-Learning contents for target groups and improvement of the knowledge about CLRC among target groups in the border region. The main characteristic of e- Learning is that eliminates the limitations of space and time. Thus, the border is not an obstacle to sharing and using the results and outputs of the project. The limitation set by boundaries of the two countries becomes irrelevant, as the portal created can be accessed from anywhere. The E-Learning method itself ensures the accessibility of modern educational techniques irrespective of the border side or cultural differences. By setting up bilingual “BORDERLAND” CLRC all people in the cross border area can learn and be educated in their own language, regardless of where they live. Thus Romanian nationals can learn in Hungary in Romanian language and vice versa. The NGOs, and local governments from the two countries can get into contact through the project by using CLRC, or through the forum service, which can lead to common initiatives, common development of educational materials or common further applications or projects. The target groups of the project are NGOs, local governments, public and private schools, lifelong learning institutions and people willing to take part in lifelong learning processes.
