Bella Dvina' - Crossing the border, discovering the culture, enjoying the nature of the Western Dvina/Daugava river space

Overall aim of the BELLA DVINA project is to establish a cross-border tourist´s space along the Dvina/Daugava river valley between Dauvgavpils and Polotsk with prolongation to Vitebsk. On Latvian side the Daugava river valley is well developed for tourists, but at the border to BY the offer stops. The Polotsk city wants to extend such tourist´s services till their city and a bit further in direction to Vitebsk. Very new is the approach not only to extend on BY side but, much more, to take the chance for establishing one common cross-border tourism area. By new planning methods, the BELLA DVINA space will be developed and promoted as one discovery space with a common branding by new marketing methods, see Attachment I 'Schematic Map'. Main activities are: (WP2) Tourism Planning in Polotsk and Vitebsk tourist´s Zones, (WP3) Institution Building and Efficient Tourism Services System, and (WP5) Making the BELLA DVINA Space Visible. Overall project co-ordination and management takes over the Polotsk City as lead partner by involving senior experts with TACIS Grant Project experience for CBC projects. The Latgale Regional Development Agency in Daugapils provides modern spatial planning and tourism development know-how, training, and IT portal development know-how. The Vitebsk Regional Development Agency supports this project and involves all local rayons on BY side as BELLA DVINA network. Further it will incorporate the outcomes into the Regional Development Strategy as it will do the Latgale Regional Development Agency. The institution INTERACTION supports in marketing and PR and provides valuable project management experience. Main target group are the tourist, but likewise the partners for the touristic development of the BELLA DVINA space, such as the rayons, towns, local tourism industry, the public authorities (culture, nature, sports, tourism, economic development etc.).Outputs: a tourism development strategy for BELLA DVINA, 1 established equipped tourist´s info centres in Polotsk, 7 tourist´s info units within the BY rayons, a BELLA DVINA Internet portal involving, networked with www.balticlakes.com and build on this technology, several cross-border routes elaborated one pilot started, guidance system along the Dvina/Daugava river with signboards presenting cultural and natural heritages with maps, 2900 printed maps (flyer), 6000 info flyers, 3000 image brochures, all materials disseminated within the tourist info units of BELLA DVINA space and beyond, 2 trainings, 1 study visit to a French-German border region, 2 intern. conferences, 7 workshops transnational, several internal, participation at 2 tourism exhibitions. In the long term more tourists, national, cross-border and international, will be attracted. In such, a well-balanced social, economic and environmental friendly development of this border region shall be achieved according to objectives of the BSR Programme
