Baltic Rural Broadband Project (BalticBroadband)

The Baltic Rural Broadband Project contributed to the improvement of broadband access in selected rural areas of all BSR EU member states and Norway. Means of the project were the identification and dissemination of best practice examples, (further) development of local or sub regional broadband strategies. Furthermore importance was paid to awareness rising and encouragement of local stakeholders to promote the further development of broadband as a key element of future regional development strategies.The partnership covered all of the BSR Region (Germany, Poland, Lithuania, Latvia, Estonia, Finland, Norway, Sweden and Denmark) and Norway. The transnational approach helped to find suitable solutions for all regions concerned and to provide models and concepts which can be applied in other, similarly situated, regions as well. The partners shared the tasks of testing technical, political and operational approaches and models and also shared their experiences on transnational and bilateral levels. The project itself was structured into five Work packages and a large number of pilot projects in the partner regions.Here the research on technologies for alternative broadband access was conducted by several project partners and was subsequently transferred into practical life. An altogether considerable, yet for the single cases cost effective, amount of investments was put into building general broadband infrastructures in remote areas that are of no interest to commercial providers. Completing the project’s scope was the development and introduction of special e-services that are important in a globalised society as well as the adjustment to individual needs of the respective regions. These services affect all areas of daily- life, especially health care, education, local and regional administration, and regional economy. Achievements: The project’s outputs and results are manifold: Research papers on different aspects of implementing broadband and connected applications and services built the ground for the implementation of applications and services in the respective regions. All partners have implemented a pilot project according to their individual needs and shared their experiences with the transnational partnership. Thus, knowledge transfer was guaranteed and already during project lifetime ideas were adopted by other partners and new projects were being developed. One of the main final outputs is the broadband compendium, a collection of all results, which can be used for implementing broadband applications and the respective infrastructure in rural areas all over Europe.In addition a stable network of experts on broadband solutions was created which is by the end of the project working without further guidance by the lead partner. Meanwhile this network is a great resource of broadband knowledge for the whole BSR.
