Partecipando set out to exchange experience anddisseminate good practice around the issue of local citizenparticipation. The large number of partners was bothan advantage in the sense that there were lots of goodexperiences to share. However so many partners can alsobe problematic when seeking consensus as Rome realisedwhen producing the final results.The network proposed a phased approach to working whichincluded:1. The first phase of local enquiries using local expertise wascarried out in 9 partner cities. These surveys were intendedto help to gain a better understanding of the experiences bya thorough analysis of the strengths and weaknesses of thepractices undertaken.2. The second phase aimed at defining the best practicesof citizen participation through 12 working seminars.3. The third phase was to organise this wealth of knowledgeinto the major productions the European Handbook andthe Participation Charter.The partners identified 5 major areas of participation uponwhich the analysis was structured:1. Participation, why and for whom?2. Communication and training of players and actors3. Methods and Tools for Citizen Participation4. Participation aspects in each stage of project development5. How to assess the results and impact of participationThe final conference took place in Rome in April 2006 wherethe main conclusions of the network were presented.
