APL and Career Planning Centers in Social Services for Sentenced Women

Sentenced women are one of the most fragile group in labour market because of their gender. According to the latest data of Turkish Statistics Institution, there are approximately 2,674 imprisoned women in Turkey. (TUIK, www.tuik.gov.tr) 14,77 % of this amount is illiterate, 51,15 % is graduated from primary and secondary school and 21 % of this amount is graduated from high level schools.All prisoners always live social integration problems after evacuation. Although they have similar problems with men, imprisoned women's after evacuation problems' density and diversity can be different. After evacuation, most women face with painful inter-family reactions and mostly they live more difficult life then they live in prison. Again according to the statistics, most of sentenced women loose their families after evacuation and unfortunately some of them loose their life. Discrimination against sentenced women in labour market is also another important issue. Social norms of local employers are the obstacles in front of this target group. Especially for sentenced women, to expect employability just by vocational education and certification is not realistic. Employment strategies for sentenced women should focus on self-employment via improving their entrepreneurship.Main aim of this proposal is to improve sentenced women's entrepreneurship with APL (Assessment of Prior Learning) system in order to provide equality in Labour market in favor of women through cooperation with work life. In this way, our objective is to create a Turkey wide APL centers with the support of competence agency approach that will provide cooperation with world of workConsortium is simple and effective. ISQ research body is the developer of APL system in Portugal and they give service to both imprisoned and sentenced people. START GmbH is an women entrepreneur competence agency that give career service to disadvantaged women. Republic of Turkey Ministry of Family and Social Policies and its 81 branches in Turkey will be the importer and user of the project results to sentenced womenIn this project, tangible outcomes will be APL system type centers' transfer to our Ministry, career consulting with APL centers in province branches with integrated IT systems and at least 2000 sentenced women as beneficiary during project duration. Intangible outcomes will be dissemination of non-formal learning among sentenced women, improving entrepreneurship capacities of target group, increasing the gender equality and improving women to access economic resources and European Labour Market as wellDuring and after project, main impact can be seen not only on sentenced women for their social inclusion and their economic progress but also on imprisoned women as increased living expectation with the hope of drift apart from pessimistic life conditions by their trust to state and our ministryThis project will be 24 months and with Germany and Portugal there are 3 countries as partners.
