A Quality Standards Framework for ICT in Learning

Research shows that despite significant adoption of technologies in education, therepersists a difficulty in demonstrating a measurable link to improved learning outcomes.Many existing research reports cite specific case studies with good outcomes but fallshort of establishing an evidential basis to support good practice. Cause and effect arehard to establish empirically and recent research papers suggest the reason of this andcall for the development of new instruments to address this fundamental issue.The project will develop and test a Quality Standards Framework (eQSF) whichsupports well founded pedagogies and evidence based good practices for the use ofexisting and new technologies in education and training. The eQSF will give educationand training providers a framework to assess practice, record evidence and plan forimprovement. The project will: research existing Quality Standards Frameworks whichhave proven to be of benefit in related sectors; develop the eQSF tool in threelanguages; test the eQSF within all educational sectors (schools, vocational, adult andhigher education); mainstream the outputs of the project through promotion, adoptionand dissemination.The eQSF will adopt a non-prescriptive developmental approach to the improvement ofstandards; act as a self assessment tool for providers leading them to improving thequality of services; harness good practices to transform them into universal qualitystandards and will consist of three pillars: Pedagogy, Practice & Values; Structure of theLearning Process and Technologies Available. The outputs of the project will be aproposed Quality Standards Framework (eQSF); related resources; implementationguidelines and the eQSF Development Roadmap (English, Polish and Italian). Theoutputs will be of interest to policy makers at national and EU level and will be furtherdeveloped in follow-on projects to support wider adoption in other EU member states
