Submitting an ITEA proposal

Once a year, ITEA offers the opportunity to submit research project proposals that fit in the domain of software-intensive systems and services. For this purpose, a Call is organised each year starting with a two-day brokerage event. In a two-stage procedure, the quality of the project proposal is evaluated and improved, finally leading to a selection of high quality project proposals that receive the official ITEA label. The ITEA label provides project partners with the possibility of applying for public funding from their national authorities.

Consortia & project characteristics

  • Project consortia need to have at least two different partners from two different countries, of which one must be a EUREKA Member Country and another one either a EUREKA Member Country or a EUREKA Associated Country.
  • Project consortia can be composed of representatives from large industry, small and medium-sized enterprises (SMEs), research institutes, universities and user organisations (profit or non-profit).
  • ITEA projects are industry driven, technically innovative and business oriented.
  • ITEA projects involve between 40 and 350 person-years and typically last up to three years.

Two-stage Call process

  1. Producing a Project Outline (PO):
    This PO gives a short overview of a project, mainly to describe the project goals, innovation, targeted business impact and consortium. Project Outlines which are positively evaluated are invited for the second stage;
  2. Producing a Full Project Proposal (FPP): 
    This FPP describes the project plan and how the project will be executed and managed. Approved FPPs will receive the ITEA label.

The public authorities are fully involved in the evaluation and labelling of projects. After labelling (or earlier dependent on national procedures), partners can apply for funding through their national public authorities. The ITEA label is endorsed by all EUREKA Member Countries.

PO stage

How to submit a Project Outline

The first stage for a project consortium consists of responding to a Call for "Project Outlines" (PO). The PO must give a short overview of a project, mainly describing the project goals, innovation, targeted business impact and consortium. The PO is used for the pre-selection of proposals, preliminary information and budget discussions between the ITEA organisation and the respective Public Authorities and for general information exchange within the ITEA organisation. It enables an initial selection among the different submitted ideas, while keeping the workload of consortia to a minimum.

Submitting a PO

Submitting a PO consists of three parts:  

  1. Provision of administrative proposal information via the ITEA Community website;
  2. Provision of a textual description of the content of your proposal in a "PO Annex"; template which also needs to be uploaded to the Community website; and
  3. Signing and sending in a Letter of Intent (LoI) to the ITEA Office.

The ITEA Office provides the PO-FPP Annex template (including guidelines), a Community website intro document and the LoI template. All these documents can be downloaded from the Call documents page.

PO evaluation

POs are evaluated by the ITEA Steering Group, ITEA Board Support Group and ITEA Public Authorities based on the selection criteria. Projects invited to submit a Full Project Proposal (FPP) will receive a list of recommendations and improvements in order to help the preparations for a good FPP.
