1. INTRODUCTION

This call for proposals for action grants is based on the 2015 annual work programme1 of the Rights, Equality and Citizenship Programme (REC Programme)2. It aims to co-fund national or transnational projects that encourage multi-agency and multi-disciplinary cooperation to respond to violence against women and/or children, and on tackling underreporting.

Proposals should aim to produce results with EU added value regardless of whether projects are national or transnational in nature. They should create or contribute to minimum standards at European level or could be transferable to other Member States. The European added value will be assessed under the award criteria.

As explained in the eligibility criteria, one public authority (ministries, regional authorities, public social services for example) per participating country must either be involved in the project (as applicant or partner) or express in writing its support for the application, in order to ensure that the results of the projects are integrated into national, regional and/or local governmental efforts.

Organisations interested in submitting applications should first read the detailed terms and conditions set out in this call for proposals, and the Guide for Action Grants, published together with this call and constituting an integral part of the conditions of the call.

2. PRIORITIES AND ACTIVITIES TO BE FUNDED

The proposals under this call shall focus on the priorities described below:

2.1. Priorities
2.1.1 Context and definitions

Proposals shall complement the efforts of the EU in the areas of gender equality and rights of the child. Applicants are invited to take note of previously funded projects on violence against children or violence against women.3

Applicants shall explain and demonstrate how their proposals are aligned with the respective EU policies and with the documents published by the European Commission or referred to below. The degree of relevance to the priorities of the call for proposals will be assessed under the relevance award criterion.

For the purpose of this call, violence against women is defined physical, sexual and/or psychological violence, and includes inter alia: violence in close relationships; sexual violence (including rape, sexual assault and harassment or stalking); harmful practices, such as forced marriages, female genital mutilation (FGM) and so-called ‘honour’ crimes; cyber- violence and harassment using new technologies.

Violence against children will be understood to mean "all forms of physical or mental violence, injury or abuse, neglect of negligent treatment, maltreatment or exploitation including sexual abuse" as listed in Article 19(1) of the United Nations Convention on the Rights of the Child4, and in alignment with the United Nations Committee on the Rights of the Child's General comment No. 13 (2011) on the right of the child to freedom from all forms of violence.

Projects must take a rights-based approach and be clearly grounded in the EU Charter of Fundamental rights and the UN Convention on the rights of the child (UNCRC). Applicants are required to include clear and explicit references to EU and international law and standards they will adhere to or be guided by in project design, implementation, evaluation and monitoring and explain the project rationale. Projects must take note of the Reflection Paper on integrated child protection systems and, in particular, contribute to the implementation of the 10 principles set out in that document – see, for example, Principle 6 on multi-disciplinary cooperation and Principles 9 and 10 on reporting.5

Projects funded under this call should also contribute to the implementation of the Directive on the rights of victims (2012/29/EU), and in particular Article 26 (Cooperation and coordination of services) for the second priority.
