The announcement of the Erasmus+ programme Call for Proposals 2019 - EAC/A03/2018 in all official languages of the EU was published in the Official Journal No 2018/C 384/04 on 24/10/2018.

The deadline for submitting applications for the "Capacity Building in the field of Higher Education (CBHE)" action is 7 February, 2019.

What is new in the 2019 Call for CBHE?     

  • Serbia can participate only as a Programme Country with revised unit costs.
  • Chile and Uruguay are no longer eligible countries for the CBHE action. 
  • The template for the "Detailed description of the project" has been revised

 

Please note that the eForm together with all relevant annexes and instructions will be available by mid-November 2018.

For information, applicants may consult the model template of the grant agreement to be issued in case the proposal is selected for funding. Please note however that this version is under revision following the entry into force of the new EU Regulation 2018/1046 on the financial rules applicable to the general budget of the Union from 2 August, 2018.

How to apply

Organisations wishing to apply for the Capacity Building in the field of Higher Education action are invited to submit applications on-line to the Education, Audiovisual and Culture Executive Agency in Brussels.

Deadline for on-line submission: 7 February 2019 at 12:00 (midday CET, Brussels time)

Before starting your application:

1. Read the Guidelines and the Call for Proposals carefully.

Please note that the core description of your CBHE project will have to be completed in the Annex 1 "Detailed description of the project".

2. Applicants must have an EU Login (formerly ECAS) account. If you already have an EU Login account, you may use this. If not, create an EU Login account. When you have created your EU Login account, return to this page.

You are now ready to start the application process:

1.The applicant and all partner organisations must be registered in the Participant Portal of the European Commission. Organisations that register in the Portal receive a Participant Identification Code (PIC) that will be requested in the eForm. To access the Participants' portal, you will need your EU Login username and password.

Step 1: check if the organisations participating in your proposal are not already listed in the repositories indicated below:

  • HEIs from Programme Countries participating in CBHE action must hold the Erasmus Charter for Higher Education (ECHE). Please use the PICs from the Erasmus Charter-holder's list.
  • List of validated PICs from the organisations participating in the selected CBHE projects.  (available soon)

Step 2: If a partner organisation is not listed in the above repositories:

Given that each applicant organisation should use only onePIC code, please first check with your legal representative's office whether such a PIC number has already been created for your organisation. If this is the case, you may use this PIC code to create your electronic application form. At the application stage, PIC statutes can be either "Validated", "Declared" or "Sleeping" (see explanation in the Participant Portal). In case of a double reference for the same organisation, the "Validated" PIC should always be used.

 

2.Create your official electronic application form, also called the eForm. Make sure that you use the correct application package (eForm and annexes) for the Capacity Building in the Field of Higher Education (CBHE) action (please refer to the eForm and Annexes sections).

For the CBHE action, there are two different eForms: one for Joint Projects (JP) and one for Structural Projects (SP). Please note that one cannot replace the other. The choice of the eForm is a deliberate act of the applicant and must take into account the requirements related to each project type (e.g. in Structural Projects, the involvement of the Ministries responsible for Higher Education from each Partner Country taking part in the application is compulsory).
