The 2015 CEF Telecom Online Dispute Resolution (ODR) call makes an indicative €1 million of funding available for projects fostering out-of-court, online dispute resolution and settlement between EU consumers and traders.


CALL CONTEXT
The general context for this call for proposals is defined in Section 2.1 of the 2015 work programme as published on the call page on the Innovation and Networks Executive Agency (INEA) website.

BACKGROUND AND RATIONALE
The background and rationale for this call for proposals are defined in the Section 3.1.10.1 of the 2015 work programme.

PRIORITIES
The priority outcomes of this call for proposals are defined in Section 3.1.10.2 of the 2015 work programme.
The call will help with the further deployment of the related generic services of the Online Dispute Resolution (ODR)3 core service platform, in particular to support:

• i) national Alternative Dispute Resolution (ADR) entities, namely entities as defined in Article 4 (1) (h) of the Regulation on Consumer ODR and as notified to the European Commission by the date of submission of the proposal, pursuant to Article 20 (2) of Directive 2013/11 on Consumer ADR4, which operate online systems for the resolution of contractual disputes between EU consumers and businesses;

• ii) national online gateways linking such entities in interoperating with the central, EU-wide ODR platform by fostering the interoperability between the central ODR platform and these online systems.

RESULTS EXPECTED FROM THE FINANCIAL ASSISTANCE
The benefits and expected outcomes of this call for proposals are defined in Section 3.1.10.2 of the 2015 work programme. This call will contribute in particular to:

Linking national ADR entities and online gateways to enable them to become interoperable with the EU-wide ODR platform.
Allowing EU consumers and businesses to have their disputes regarding online purchases to be dealt with entirely online via the EU-wide ODR platform.
Boosting e-commerce, particularly across borders, by increasing trust of both EU consumers and businesses in the Single Market through a simple, fast and low- cost out-of-court procedure for resolving disputes.

BUDGET
The indicative amount to be allocated on the basis of this call for proposals to projects of common interest in the field of trans-European telecommunications for Online Dispute Resolution generic services is €1 million.
