The 2015 CEF Telecom eHealth call makes an indicative €7.5 million of funding available for projects improving cross border exchange of patient data using ICT tools.

CALL CONTEXT
The general context for this call for proposals is defined in Section 2.1 of the 2015 work programme as published on the call page on the Innovation and Networks Executive Agency (INEA) website.

BACKGROUND AND RATIONALE
The background and rationale for this call for proposals are defined in the Section 3.1.11.1 of the 2015 work programme, addressing the deployment of the cross-border Patient Summary and cross-border ePrescription/eDispensation services.
These two services will be deployed in 2015 through both the implementation of core services, to be procured by the Commission, and by the implementation of the generic services, that are the subject of this call.

PRIORITIES
The priority outcomes of this call for proposals are defined in Section 3.1.11.1 of the 2015 work programme, in the part relevant to Patient Summary and ePrescription services.
Specifically, the call aims to support the deployment of generic services by Member States, namely in the areas of Patient Summary and ePrescription/eDispensation, as defined in the relevant guidelines and documents adopted by the eHealth Network and in coherence with the core services in order to allow EU-wide interoperability.
In this regard, the relevant documentation endorsed by the eHealth network, including the relevant documents expected to be adopted by the eHealth Network on 23 November 2015, will serve as the basis for the implementation of the generic services and will be made available on a specific section on the DG Sante Europa eHealth webpage.

RESULTS EXPECTED FROM THE FINANCIAL ASSISTANCE
The benefits and expected outcomes of this call for proposals are defined in Section 3.1.11.1 of the 2015 work programme. The main objective is to offer a secure peer-to- peer network allowing the exchange of Patient Summaries and ePrescriptions, which will pave the way to reach the following general objectives:

-enable seamless cross-border care and secure access to patient health information between European healthcare systems, particularly with respect to the exchange of Patient Summary and ePrescription.
-contribute to patient safety by reducing the frequency of medical errors and by providing quick access to patient health information, as well as by increasing the accessibility of a patient's own prescriptions, also when abroad.
provide medical personnel with life-saving information in emergency situations and reduce the repetition of diagnostic procedures.

BUDGET
The indicative amount to be allocated on the basis of this call for proposals to projects of common interest in the field of trans-European telecommunications for eHealth generic services is €7.5 million.
