1. CALL CONTEXT

The general context for this call for proposals is defined in Section 2.1 of the 2016 CEF Telecom work programme as published on the call page on the Innovation and Networks Executive Agency (INEA) website.

2. BACKGROUND AND RATIONALE

The background and rationale for this call for proposals are defined in Section 3.9.1 of the 2016 work programme.

3. PRIORITIES

The priority outcomes of this call for proposals are defined in Section 3.9.2 of the 2016 work programme. Focus will be put on the implementation and uptake of the European Single Procurement Document (ESPD). The integration of e-Certis services will also be supported.

The call will thus support activities aimed to:

1. Implement a "customised" ESPD (European Single Procurement Document) service into existing software solutions. An ESPD compatible service can be implemented via the:

  1. a)  integration of the ESPD data exchange model;

  2. b)  reuse of the open source code provided by the European Commission;

c) reuse of the VCD (Virtual Company Dossier) open source code provided as a

deliverable of the eSENS project7;
2. Integration of e-Certis into existing software solutions.

For this call, preference will be given to aggregators8 or providers of pre-qualification systems to include the ESPD and/or e-Certis into their existing software solutions. Communication and dissemination activities linked to implementation of these solutions will also be supported.

4. RESULTS EXPECTED FROM THE FINANCIAL ASSISTANCE

The benefits and expected outcomes of this call for proposals are defined in Section 3.9.2.4 of the 2016 work programme. The call will help pave the way to the uptake on the ESPD service, which will significantly reduce bureaucracy in public procurement both for contracting authorities and bidders. The ESPD in combination with e-Certis and national registers, prequalification services for certificates and eTendering solutions will support the “once only” principle. This will help Member States in the implementation of electronic procurement as required by the Public Procurement Directives 2014/25/EU, 2014/24/EU and 2014/23/EU9 .

5. BUDGET

The indicative amount to be allocated on the basis of this call for proposals to projects of common interest in the field of trans-European telecommunications for eProcurement generic services is €4.5 million.
