The 4th call for proposals is open from 24 September, 2018. It is thematically targeted to the Specific Objective 1.2 "More jointly developed products and services in the programme area" and the Specific Objective 4.1 "Improved conditions for accessing jobs across the border". The 4th call is open till 3 January, 2019, 14:00. At 14.00, on 3.01.2019, the eMS will be closed and submission will not be possible anymore!
 

! Important - training "How to fill the project application in eMS?" will take place on 7 November in Rīga and on 13 November in Tartu >>> events information and registration. 

 

Assessment of submitted applications will be performed from January till April, 2019. The results of the selection will be communicated in programme news on our Facebook and web news earliest in the end of May 2019.

 

Overview of SO 1.2 - More jointly developed products and services

 

Partnership

At least one SME from Latvia and one SME from Estonia, who are legally registered in the programme area and whose activities in the project are for the benefit of the programme area, must participate in the development of a joint product or service.

 

The main factors determining whether an enterprise is an SME are:

  1. staff headcount 
  2. either turnover or balance sheet total

These ceilings apply to the figures for individual firms only. A firm that is part of a larger group may need to include staff headcount/turnover/balance sheet data from that group too. Please read more at

Specific requirements

Participating SMEs must take into account following criteria:

  • The participating SME must have at least 50 000 EUR for annual turnover for year 2017.
  • The annual reports of participating SME-s for years 2016 and 2017 are submitted to the relevant national registries.
  • Requested ERDF support for an SME can be maximum 50% of the SME’s last annual turnover.
  • All participating SMEs must have their own functioning product or service at the time of submitting a project application.

 

Output indicators:

  1. Joint products and services developed in cooperation
  2. Joint marketing activities

 

NB! All SO 1.2 projects must contribute to the fulfilment of the programme indicators:

  • Projects that fulfil the first output indicator, must fulfil also the second indicator;
  • Projects can fulfil also only the second indicator.

 

Maximum grant size: 500 000 EUR

  • Joint product and service development
  • Long-term development activities for SMEs
  • Building marketing and sales related competencies
  • Marketing activities
  • Enhancing cooperation between SMEs, research and educational institutions, and public support structures

Overview of SO 4.1 -  Improved conditions for accessing jobs across the border

 

Partnership

Partners can be national, regional or local public authority, public equivalent body, private enterprise, non-governmental organisation, sole proprietor, who are legally registered in the programme area and whose activities in the project are for the benefit of the programme area. For more information read the chapter 4.4. and 4.5. in the programme manual. 

 

Output indicators

  1. New and/or improved services for job seekers and/or job providers.
  2. Participants in cross-border mobility initiatives

 

Maximum grant size: 246 081 EUR

 

Examples of expected activities:

  • Adjusting databases of Estonian job seekers and job offers for the Latvian market and vice versa
  • Carrying out life-long learning and re-training activities
  • Developing the (language) skills that are necessary for cross-border jobs
  • Distant/smart work
  • Local and/or regional initiatives (e.g. info services, fairs, and similar events that serve to promote cross-border employment)
  • Raising the capacity of local and regional bodies, both public and private, that provide labour market and public employment services
  • Internships across the border
