Partnership needed for Management of 6-District Water Supply Scheme in Ghana.
The Government of the Republic of Ghana through the Ministries of Finance and Water Resources Works and Housing with the support from the Danish Government allocated funds to cover the cost of construction of Piped Water Supply System for the 6-Districts Water Supply Scheme in the Greater Accra and Volta Regions. The Project involved the construction of a piped water supply scheme with source from the Volta River; including a water treatment plant to serve about 160 communities in the six Districts Assemblies of the Greater Accra and Volta Regions. The beneficiary districts are: Shai-Osudoku, Ada East, Ada West, Ningo-Prampram, North Tongu and Central Tongu. The project was constructed in phases and the last phase was completed in 2012 and provides safe water to about 100% of the intended beneficiary communities.
The system covers approximately 500meters of Raw water Pipeline, 100km of Transmission Pipelines, 350km of Distribution Pipelines, 8 No. high level tanks (of both concrete and steel structures) and about 318 public standpipes. The system has the capacity, and there is also demand for the extension of the distribution network.
Construction works was completed in 2008 and has been under the management of a Private System Operator, whose contract has expired.
The Shai-Osudoku District Assembly acting as the Lead District and on behalf of the five other district Assemblies and with technical support from the Greater Accra and Volta Regions of Community Water and Sanitation Agency (CWSA) intends to procure the services of a Private Water System Operator for the operations and management of the facilities under a management contract. The scope of the management assignment of the Operator will include mainly:
• Operation and Maintenance of the entire water supply system and treatment plant including water quality monitoring
• Water tariff setting (in collaboration with the water and sanitation management team (WSMT) and the District Assemblies with the technical input from CWSA)
• Tariff collection
• Construction of Private Connections and
• Carrying out system extensions as and when required
