The idea is to approach Eastern European citizens' political attitudes toward democracy and cooperation as the proper means to understand the potential evolution of the European polities. This idea points to the development of a European prospection-aimed program for undestanding the dynamics of the Eastern European post-communist societies and the challenges of democracy-building processes in these societies. The means to approach it is to create an integrated European education & research platform focused on the modelling of the political culture dynamics and complex evolutions in the Eastern Europe. This platform would aggregate the European expertise in political culture research and regional policy development. It would develop both research programs and training programs in political culture modelling and political attitudes ; Eastern European citizens' political attitudes toward democracy and human rights provide a global perspective over the political culture of the Eastern European citizens. Understanding these attitudes is an essential requirement for predicting the future political culture phenomena including political attitudes, values, ideologies, and behaviors. Modelling and prediction of political culture dynamics would allow for the development of European and national policies for collaboration under the condition of simultaneously, highly senzitive state-building and democracy-building processes currently undergoing in Eastern European ;Eastern European countries are currently facing the difficulties of hard transition processes to democracy and/or the difficulties of democractic consolidation. The Eastern European typical polity appears as unstable and extremely senzitive to the social, economic and political change phenomena emerging from the EU transformation process as well from the international economic, migratory and (military) conflict phenomena.
