Main tasks include particularly the annual work programmes of the Joint EU – Russia Thematic Group on Energy Efficiency of the EU – Russia Energy Dialogue, to be implemented jointly by the EU and Russian side.The EU-Russia Energy Dialogue provides the overall structure for energy cooperation between the EU and Russia going forward. Through the Dialogue, the EU and Russia seek to:• improve investment opportunities in the energy sector, including through the opening up of energy markets• ensure secure and adequate infrastructure• facilitate an increase in the use of environmentally friendly technologies and energy resources• promote energy efficiency and energy savings on the way to a low-carbon economy• exchange information on legislative initiativesThematic Groups bring together EU and Russian experts, including representatives from the European Commission, the Ministry of Energy of the Russian Federation, financial institutions, European businesses, and academia. Achievements: The Dialogue continues to be a valuable tool for enhancing EU-Russian energy relations providing that there is commitment on all sides - the Russian government, Commission, EU Member States and industry and that the Dialogue has the political impetus provided by energy PPCs. The practical results of the dialogue are reflected in the so-called "Progress Reports.
