Through conferences and systematic public relations efforts, the Federal Ministry of Education and Research (BMBF) and the National Agency Education for Europe at the Federal Institute for Vocational Education and Training (NA-BIBB) are helping to anchor the policy of lifelong learning in public consciousness and promote the implementation of the strategic framework by involving national interest groups. Thus the 2011 Action Plan is pursuing three goals: 1. it is contributing to achieving lifelong learning through the promotion of a structured dialogue on the modernisation of education; 2. the activities help implement the strategic framework for European cooperation in education and training (‘ET2020’);3. the Action Plan is aiming for a greater awareness among the (specialist) public about the priority areas of cooperation in 2009-2011. Three policy-relevant processes will be addressed in conferences on the topics of ‘Early school leavers’, ‘Learning outcomes’ and ‘Non-formal and informal learning’. The first conference will discuss policy options for reducing the proportion of early school leavers. The second conference concerns the paradigm shift in educational policy towards a greater emphasis on learning outcomes in the education sector which is largely being driven by the European instruments ECTS, ECVET, EQF, ESCO and Europass. The third event concerns the question of recognition of informal learning in Germany. The conferences thus focus on central themes of the jointly agreed strategic goals. Then there is regular work to inform the public about the ongoing updating and further development of the Internet portal www.eu-bildungspolitik.de. On this website, educational policy-related decisions and initiatives from Brussels are prepared for and presented to the relevant target audience.Through the current project, decision-makers and the wider public will be made aware of the current priorities of education cooperation in the European Union and will thus contribute to the implementation of these priorities.
