Phase I of the project (1.5.2002 - 31.8.2003) established contacts between the Helsinki and Tallinn incubators, arranged excursions and training sessions. The aim is to establish an IT business incubator in Tallinn and subcontracting contacts between the Tallinn and Helsinki NBC incubators.
