Introduction

The competition is part of the #EUandME campaign, which aims to show how EU legislation and initiatives can enable you to pursue your passions. From training to travelling, surfing the internet to saving the planet, #EUandME demonstrates how the EU helps young people to do what they love most.

This competition is a short film contest for filmmakers between the ages of 18 and 35. Between the 24th of August and the 31st of October 2018, contestants must submit an idea for a short film that tells a story linked to the impact of the European Union in people’s daily life.

Entries can be submitted in one of 5 categories: Mobility, Sustainability, Rights, Digital, and Skills & business. Each category will have a winner, who will receive a grant to realise their film. To apply, participants must submit a written synopsis of the film and a short smartphone video in which they explain their motivation and the concept of their film. They must include in their application a link to a short film they have made in the past.

The EU will conduct a pre-selection on the basis of eligibility and a number of selection criteria, then a jury of senior film directors will select two nominees for each category. The 5 winners will be selected by a public vote online, which will take place in January-February 2019.

Eligibility

  1. The competition is open to citizens of the 28 EU Member States.

  2. Participants must be aged 18 to 35 years at the deadline for submission.

  3. Participants must be a resident of an EU Member State.

  4. Winners will be required to provide proof of their citizenship and age before prizes are awarded (a copy of a valid passport or ID). Failure to do so may result in exclusion from the competition.

  5. Participants must already have made at least one short film in the past. They must include a link to a short film they have made in their application.

  6. Persons connected with the organisation of this competition, including persons working for the European Union institutions, are excluded from participating.

  7. Participants are required to use their real name and details, and may not submit an entry on behalf of a third party without that party's express written consent.

  8. The European Commission accepts no responsibility for entries that are lost, corrupted, or incorrectly submitted, howsoever caused.

  9. The European Commission or any other organisation operating on its behalf, will under no circumstance whatsoever irrespective of the cause therefore, be liable for any and all loss, harm, damage or personal injury to the winner or third parties nor to property or else, cost or expense whatsoever caused or suffered in connection with this competition.

  10. The Commission or any other organisation operating on its behalf are not responsible if the competition cannot take place or if any prize/grant cannot be awarded due to travel cancellations, delays or interruptions due to force majeure. The Commission cannot be held responsible for any costs incurred by you in participating in the competition (whether or not such entry is successful).

    Entry rules

  11. Participants must submit a written synopsis and a pitch video in English and, if English is not their mother tongue, also in one of the official languages of the European Union (see: http://europa.eu/about- eu/facts-figures/administration/index_en.htm).

  12. The synopses should be a maximum of 500 words long (including title, headings and sub-headings) in both languages.

  13. The pitch videos must be each a maximum of 60 seconds long. They should be filmed with a smartphone.

  14. All entries must be clearly linked to the #EUandME campaign.

  15. Each participant may only submit 1 entry to this competition. Only original work can be accepted. Once submitted, the entry is final.

  16. Other people may participate in the film, but only 1 person can submit the entry as the director and will be assessed as such by the jury. Group entries will not be accepted.

  17. To prove that they have already made at least one short film in the last five years (between 31 October 2013 and 31 October 2018), applicants should include in the online form a link to a previous short film.

  18. Each participant must complete all the required fields in the online application form. If a participant holds more than one EU nationality, they can select only one nationality in the application form.

  19. Entries must be submitted in 1 of the 5 categories.

    When and how to submit your entry?

  20. Entries have to be submitted in electronic format via an online application form. A link to this form will be hosted on the competition webpage.

  21. Submissions will open on 24 August 2018 at 12.00 CET.

 

  1. The deadline for submissions is 31 October 2018 at 12.00 CET. No entries will be returned to competition participants.

    Evaluation

  2. The evaluation criteria will be: relevance of the synopsis (how well does the synopsis link to the #EUandME campaign?); creativity of the synopsis (does the synopsis look at the selected issue from a creative angle?); quality and clarity of the writing (synopses should be well-written in terms of grammar, vocabulary and syntax in one of the 24 EU official languages); interest to the target audience (17-35 year olds).

  3. After a pre-selection composed of European Commission staff and/or chosen organisations on behalf of the European Commission on the basis of eligibility and fulfilment of the selection criteria, the 50 strongest applications will be asked whether they will be able to provide, in case they are among the winners, the following: script, note of intent, storyboard or shotlist, casting (video), location, wardrobe intention, props intention, colorgrading intention, sound design and music intention (stock music or original composition), voiceover, planning, list of the names of the crew (director, DOP and offline editor), list of the technical material for the shooting (type of camera), transcript of the movie.

  4. After another round of pre-selection on the basis of the selection criteria, the 25 best applications will be submitted to a jury composed of the 5 directors who took part in the #EUandME campaign in 2018.

  5. Subject to a positive evaluation, the jury will select 10 nominees (2 per category).

  6. A public vote via a dedicated online platform will select the 5 winners out of the 10 nominees – 1 per category.

  7. The work and deliberations of the jury are confidential and its decisions are final.

  8. The public vote is final.

  9. The prize winners will be informed between 14/01/2019 and 11/02/2019.

    Winning entries

  10. Each of the 5 winners will be awarded with a grant of €7,500 to realise their films.

  11. Acceptance of the grant obliges each winner to realise their film based on their winning entry.

  12. The 5 selected films must be completed and delivered before 30 April 2019. The films must be no longer than 5 minutes.

  13. In case a winner fails to do so, they are obliged to refund the grant to the European Union.

  14. The winning films will be published on the #EUandME campaign’s website and will be offered to leading national media for publication.

  15. The 5 winning films will be screened during an Awards ceremony that will take place as of June 2019.

Copyright to the entries

  1. By submitting an entry, the participant represents and warrants that they are the sole author and right holder of the submitted work and that they do not violate any copyright, right of privacy, image right, or any other right of any third party. Plagiarism, which includes the unauthorised use of the language and thoughts of another author, and the representation of them as one's own, will result in disqualification.

  2. The copyright to the entry remains with the author, but the author grants the European Union a non- exclusive, royalty-free, worldwide licence for the entire duration of the copyrights and related rights to use the entry and to sublicence the use of the entry, where “use” means storing, reproducing, editing, modifying, creative derivate works, synchronising, performing, publishing, printing, displaying, broadcasting, making available, communicating to the public or otherwise making use of the entry, in both digital and material formats. The participant must also waive their right to be identified as the author of the entry for the purposes of the above-mentioned use.

  3. If the submitted entries contain third party works (such as music, architectural designs, photographs whose ownership is not with the participant), the participant declares to have obtained all the necessary rights which permit the EU to use the submitted entries as specified above. The EU has the right to request evidence of third parties' rights clearance. The participant assumes full responsibility for any damage or loss due to the participant's violation of third parties' rights.

  4. By submitting an entry, the participant represents and warrants to the European Commission (i) that they have obtained written consent from any identifiable individuals aged 18 or above; (ii) that, in case any minor is depicted in the application (or each component thereof), they have obtained written consent from the minor’s parents/legal guardian as well as from the minor if they are of the age of legal majority ; (iii) that their application will not give rise to any claims of infringement, invasion of privacy or publicity, or infringe on any rights and/or interests of any third party, or give rise to any claims whatsoever, nor violate any applicable law or regulation. It is the participant’s responsibility to ensure that the necessary consent has been obtained. The participant must retain all release forms obtained as the European Commission may ask them to prove that consent has been given. In the event that the participant submits material for which they do not have the appropriate permissions, the participant accepts liability for any and all resulting consequences.

  5. The Participants will be asked in the online application form to tick a box to agree to the Terms and Conditions of the competition.

    Fees

  3. At no point will the European Commission or any other organisation operating on its behalf request any form of payment or purchase for participation in the competition.

  4. However, all participants are responsible for any costs or expenses incurred by them as a result of participation in the competition (including without limitation costs for accessing the Internet). Any and all applicable taxes or duties in relation to the Prize/grant are under the responsibility of the winner(s).

  5. The costs related to the participation of the winners to the Awards ceremony will be covered for each winner as follows: an economy-class roundtrip flight or roundtrip train travel from the winner’s place of residence in one of the 28 EU Member States to the city the ceremony will take place in, and accommodation. We are not responsible if a winner is unwilling or unable to participate to the Awards ceremony due to travel cancellations, delays and/or any interruptions due to force majeure. No cash alternative is offered.

    Acceptance of Competition Rules

  6. Submitting an entry to the competition constitutes acceptance of these terms and conditions.

  7. The European Commission reserves the right to amend or alter these terms and conditions at any time, and undertakes to update them on the dedicated competition website. It is the participant’s responsibility to consult the terms and conditions regularly at the aforementioned address in order to be aware of any changes.

    Disqualification

  8. Entries which fail to comply with these Rules may be disqualified without prior notification.

  9. Entries will be disqualified which are: violent, hateful, sexist, racist, or in any way offensive; which contain any material and/or statement which violates or infringes in any way upon the rights of others.

  10. Failure to provide the film in due time results in disqualification. The disqualified winner is obliged to refund the grant, and an alternate winner may be selected.

Applicable law

  1. Any controversy concerning these Terms and Conditions shall be governed by the law of the European Union, complemented where necessary by the substantive laws of Belgium. In case any dispute, controversy or claim arising out of or relating to the subject matter hereof cannot be settled amicably between the Participant and the European Union, it shall be submitted to the exclusive jurisdiction of the courts of Brussels.

    Data protection

  2. This competition is being organized by the contractor Kommitment, a consortium formed by Mostra SA, 17 Avenue Marnix, 1000 Brussels, (the Data Processor) on behalf of the European Commission’s Directorate-General for Communication, Unit A1 (the Data Controller). Kommitment is bound by a specific contractual clause for any processing operations of personal data on behalf of the Commission and by the confidentiality obligations in the General Data Protection Regulation (Regulation (EU) 2016/679).

  3. All personal information gathered during registration (name, nationality, birthdate, postal address, email address, phone number, social media accounts) will be held by the Data Controller, the Data Processor or their trusted representatives and will only be used for the purpose of this competition. Your data will not by shared with third parties. The data will be held until 31/12/2019 and will then automatically be deleted.

  4. The European Commission is committed to personal data protection. Any personal data is processed in line with the Regulation (EC)45/2001. All personal information processed by the Directorate-General for Communication / European Commission Representations is treated accordingly.

  5. The names and pitch videos of the 10 nominees will be published on social media. Names of the 5 winners and their works might be published and shared with trusted partners and media for promotional purposes.

  6.   10. Participants who withdraw approval of the terms and conditions will automatically be disqualified, since they cannot be included in the list of entrants without acceptance of the terms and conditions of the competition.
