Second call for project proposals - Interreg-IPA Cross-border Cooperation Romania-Serbia

The second call for project proposals of the Interreg-IPA Cross-border Cooperation Romania-Serbia Programme was officially launched on November 27, 2017 in Timisoara.
With a budget of approximately 20 million euros, the call has a deadline for submitting projects on the 30th of March 2018.
Under this call, projects can be funded on 4 priority axes in the areas of:
– Employment promotion and basic services strengthening for an inclusive growth – 6.737.774 Euro,
– Environmental protection and risk management – 9.813.050 Euro,
– Sustainable mobility and accessibility – 2.007.553 Euro,
– Attractiveness for sustainable tourism – 1.717.943 Euro.
The funding of project will be ensured as follows:
– Instrument for Pre-Accession Assistance – IPA II (maximum 85%)
– National contribution from the Romanian state budget (13%)
– Own contribution of Romanian beneficiaries (minimum 2%) and / or Serbian beneficiaries (minimum 15%)

Interreg-IPA Cross-border Cooperation Romania-Serbia Programme continues to fund the cross-border cooperation projects in the Romanian-Serbian border area for the 2014-2020 programming period through the Instrument for Pre-Accession Assistance (IPA II), with the support of the European Union and the governments of the two states.
The total budget of the programme is 88.124.999 euros, out of which 74,906,248 euros is the grant from European Union funds.
The eligible area of the Program consists of the counties of Timiş, Caraş-Severin and Mehedinţi (from Romania) and the districts Severno Banatski, Srednje Banatski, Južno Banatski, Braničevski, Borski, Podunavski (Republic of Serbia).
Romania fulfils the role of Managing Authority (through the Ministry of Regional Development, Public Administration and European Funds), the National Authority being established within the Ministry of European Integration in Serbia, and the Joint Secretariat is organized in Timisoara within the Regional Office for Cross-border Cooperation Timisoara. The audit at the level of the Programme is carried out by the Audit Authority attached to the Court of Accounts in Romania and the certification tasks will be performed by the Managing Authority.

Additional information:

Ministry of Regional Development, Public Administration and European Funds manages, in the 2014-2020 programming period, 14 operational programmes co-financed by European funds: the Regional Operational Programme – ROP, the Operational Capacity Administrative Programme – (OCAP) and 12 European Territorial Cooperation Programmes.

The European Territorial Cooperation Programmes imply the cooperation of some regions of Romania, through projects managed and administered jointly with partners from participating states:
– with neighbouring regions from neighbouring countries, through cross-border cooperation – funding accessibility projects (transport and information technology), environment and risk prevention, economic and social development and “people to people” actions;
– with regions within a certain geographical area, in the framework of transnational cooperation – financing actions and networking that will lead to integrated territorial development in areas such as innovation, the environment, accessibility and urban development;
– with regions from any EU Member State, within interregional cooperation – cooperation between public authorities on issues of common interest, transfer of experience and good practice between EU regions, networking between cities and between EU researchers.

The principles of implementation of these programmes include: cooperation between participating states (all projects must be developed and implemented jointly), open competition (in joint calls for proposals) and the development and implementation of partnership projects between applicants / beneficiaries from countries participating in the programme.
