Pre-Announcement of the 2018 Call for Proposals

In October 2018, the Estonian Ministry of Education and Research in cooperation with the Estonian Research Council and the Research Council of Norway intend to open a single call for collaborative research projects under the Baltic Research Programme.

The Baltic Research Programme is funded by the Norway, Iceland and Liechtenstein by using financial mechanism for 2014–2021. Based on the programme agreement, these funds account for 85% of the programme budget and 15% is contributed by Estonia.

The collaborative research projects between the three Baltic states and the donor countries – Norway, Iceland and Lichtenstein – must be conducted until 30 April 2024 with a total budget of €22 million. To select the research projects, three open calls will be foreseen: one in Estonia, another in Latvia (2019) and third one in Lithuania (2019/2020).

The Programme shall strengthen multilateral relations with the aim of stimulating strong and sustainable collaboration, complementarity, capacity and competence-building and provide a stepway for future collaborative research projects on EU and regional level. An important objective of the Programme is to present regional Baltic added value and strengthen human resources in research through facilitating international relations and involving PhD students and postdocs in the projects.

Proposals for collaborative research projects are invited in all areas of fundamental and applied sciences. In 2018, priority is being given to the applications addressing the following challenges in the Baltic region:

  • Public health, translational medicine; health technologies
  • Migration; social inclusion
  • Regional cyber security; public security
  • Environmentally friendly solutions
  • Regional economic development; employment; labour market regulations and social policy
  • More effective use of resources

 Cooperation with at least one research team from Latvia and/or Lithuania and Norway, Iceland and/or Liechtenstein(donor countries) is mandatory.

In this call, proposals will be submitted by the Estonian research and development institutions (Project Promoters) electronically via ETIS (www.etis.ee). Eligible applicants are research and development institutions (as defined in the EU Framework for State aid for research and development and innovation (2014/C 198/01), established in Estonia, Latvia, Lithuania, Norway, Iceland or Liechtenstein) with their individual research groups/teams.

Project partners must be research organisations, as defined in the EU Framework for State aid for research and development and innovation (2014/C 198/01), established in Estonia, Latvia, Lithuania, Norway, Iceland or Liechtenstein. Research organisations established in third countries (whose primary goal is to independently conduct fundamental research, industrial research or experimental development or to widely disseminate the results of such activities by way of teaching, publication or knowledge transfer) are eligible partners but cannot receive funding from the project grant (except travel costs).

The projects with minimum duration of 36 month and maximum duration of 48 months (conducted until 30 April 2024) can apply for grant in amount of 300 000-800 000. If partners from all the Baltic states are participating in the project, the consortium can apply for a grant of up to €1 000 000. Total budget foreseen for 2018 call is €6 million. Eligible costs are personnel costs, subcontracting, travel costs, other costs and institutional overhead (indirect costs). Costs are eligible if they are justified, necessary and appropriate, and directly related to the project.

Proposals are evaluated by three international independent experts. Evaluation rules will be defined in the Guidelines for Evaluators.

The call is planned to be opened on 25 October 2018 during the Launching and Matchmaking Event of the Baltic Research Programme in Tallinn.

Launching and Matchmaking event on 25 October 2018

At the international launching and matchmaking event on 25 October 2018 in Tallinn, the objectives of the Baltic Research Programme will be introduced, and the researchers will get the opportunity to present their work and to network with potential consortium partners. The matchmaking event will support the identification of potential partners in the Baltic States and Norway, Iceland or Liechtenstein.

Researcher working in Norway, Iceland or Liechtenstein (senior or early career (PhD), being interested in the co-operation with the Baltic researchers under the Baltic Research Programme, can apply for travel grant by submitting the Travel Grant Form available here by 22 October 2018.

 Travel and accommodation of the successful applicants will be reimbursed up to a set maximum amount of € 500 per person. Potential added value of the transnational collaboration will be the main evaluation criteria. Decisions will be communicated to the applicants at least two weeks before the event.

Participants from Latvia and/or Lithuania can apply for travel grant by contacting the relevant institution at their home country.
